Long-term resident’s EC residence permit
Who can submitt an application?
An application for a residence permit of a long-term EU resident may be submitted by a foreigner who has resided on the territory of the Republic of Poland legally and continually for at least 5 years immediately before submitting an application for this permit, and meets the following conditions jointly:
- has a stable and regular source of income sufficient for covering the subsistence costs of themselves and family members who are dependent on them;
- has a health insurance within the meaning of the Act on Health Services Financed Through Public Funds of 27 August 2004 or the confirmation of covering treatment costs on the territory of the Republic of Poland by an insurer;
- has a confirmed knowledge of the Polish language.
NOTE! Documents confirming the knowledge of the Polish language are:
- the official confirmation of the knowledge of the Polish language, i.e. a certificate issued by the State Commission for the Certification of Proficiency of the Polish Language as a Foreign Language on the language proficiency level of at least B1;
- a certificate of graduating from a school in Poland (e.g. primary school, middle school, high school, technical college or a bachelor's or a master's diploma along with a supplement from which it results that the Polish language was the language of instruction);
- a certificate of graduating from a school abroad with the Polish language as the language of instruction.
Any certificates issued by other institutions are not accepted.
This permit is granted for an indefinite period of time. A residence card that is valid for 5 years is issued on its basis.
A foreigner who possesses a residence permit of a long-term EU resident is entitled to work on the territory of Poland without the necessity of possessing a work permit. A residence permit issued in connection with granting a residence permit of a long-term EU resident includes the annotation "access to the labour market."
